Rate endpoints were not returning a cancellation policy in the response when the rate had no directly assigned cancellation policy, even if a cancellation policy with apply_to_all_bookings: true existed for the hotel. Rate endpoints now correctly return cancellation policies marked as apply_to_all_bookings: true regardless of whether a policy is directly assigned to the rate.
